You can grab the beta bits (Including the .Net Framework 4.0 beta) from http://www.microsoft.com/visualstudio/en-us/products/2010/default.mspx. There you can choose from the Professional or Team Suite beta, and find out more about the new features in 2010.

2009 Developer Products Roadmap

If you have access to a MSDN subscription (MSDNAA should suffice) then it will be available on Monday 18th May.
